The SS-1c "SCUD-B" is a Soviet short-range ballistic missile from the Cold War era. Together with the MAZ-543 TEL, it forms a mobile surface-to-surface missile system. "TEL" stands for "Transporter-Erector-Launcher" - a vehicle designed to transport, erect, and launch the missile.

The 9P117 (or 9P117M) launch vehicle is based on the four-axle, eight-wheeled MAZ-543. It carries a missile, transporting it in a horizontal position before erecting it vertically for launch. The TEL configuration is over 13 meters long and weighs approximately 37 tons, including the missile. It can be reloaded after a launch.

The SCUD-B was widely exported and influenced numerous subsequent missile developments. It saw service in conflicts including the Iran-Iraq War and the war in Afghanistan. The Iraqi "Al-Hussein" missile, which gained prominence in 1991, was a further development of the SCUD-B variant. Its limited accuracy restricted its effectiveness against small, individual targets.
